The Council is a ‘Burial Authority’ in that it manages a cemetery and authorises burials within it. We keep all the records in the Council office.
The cemetery is managed in a low-key way, in that it is not excessively manicured. It has a comfortable rural feel to it and offers a place for quiet contemplation.
Funerals and Burials
Funerals should be arranged through a funeral director, it is important to note that no burials can take place on Sundays or Bank / Public holidays.
You will need to register the death with the Registrar for Births, Deaths & Marriages in the county where death took place. if this was in Forest Row you would need to register in Crowborough.
Forest Row Cemetery has full burial plots in the cemetery extension section and cremated remains plots in the main cemetery.
All of our plots are individually blessed at time of interment and families would need to arrange for this to be carried out by their chosen minister.
Grave spaces may be purchased at any time and the Exclusive Right of Burial will remain with the purchaser for a period of 50 years. This enables families to plan ahead and decide where they would like their final resting place.
Floral tributes
After the service any floral tributes will be placed on top or the grave mound. A grave marker detailing the deceased persons name and grave number will be placed in the soil at the head of the grave.
Any floral tributes placed on the grave will be removed and disposed of six weeks after the burial has taken place.
It will take about a year for the ground to settle after a burial before you can erect a memorial. Fees are payable for the right to erect a memorial.

Ownership of Graves
Unpurchased graves
People who are buried in an unpurchased grave acquire no rights and therefore all rights to that grave space are vested with the council. Unpurchased graves are dug to accommodate three internments who may or may not be of any relation.
It is important to note that no memorials are permitted on any unpurchased graves.
Purchased graves
For a burial to take place in a purchased grave space, the owner of the exclusive rights of burial must sign to show consent. If it is the owner who is being interred in that grave space, then the authority must be signed by the next of kin, the person who will prove the will.
If the registered owner is not available and cannot be contacted then the grave cannot be reopened.
Purchasing the exclusive rights of burial to a grave space
When you purchase a grave space, you are becoming the owner of the Exclusive Rights of Burial, not the owner of the land itself. This means you do not own the land but have the exclusive right to say who can be buried in that grave.
Provided that you do not transfer the exclusive rights to another person and the period stated on the grant has not expired, you have the automatic right to be buried within that grave space.
All burial rights are currently issued for a period of 50 years and you will have the option to renew the rights at the end of that period, although we cannot specify the fee for this.
Upon purchasing a grave space you will be issued with a Grant of Exclusive Right of Burial which details the name of the cemetery, grave number and the duration of the grant. This should be kept in a safe place as it will be required in the future when a burial takes place. It is important that you inform us of a change of address.
The Grant of Exclusive Right of Burial does not specify the number of burials that can be accommodated in one grave space. This will be dependant on a number of factors including the size of coffin/caskets interred in the grave and the ground conditions at the time of excavation.

Transferring a grave
Upon the death of the owner of the Exclusive Right of Burial, it is necessary to transfer the rights to a living person so that any future burials (if applicable) can take place and a memorial can be placed on the grave. A transfer is also needed if an existing memorial needs replacing, renovating or cleaning. If you have any queries, Burials Clerk in the Parish

The owner of the rights is permitted to be buried within their grave space without the transfer taking place. After the burial, the person who has arranged the funeral and signed the internment form will be issued a letter asking them to call the office to discuss the transfer procedure. During this conversation, they will be asked a series of questions such as:
- Did the deceased (owner of the exclusive rights) leave a will?
- If there is a will, is this going to probate?
- If there is no will, are letters of administration being obtained?
The Burials Clerk in the Parish Council office will then ascertain which forms will be required to complete the transfer process and these will be made up for each individual person’s requirements. In some situations i.e. where no will has been left or where probate/letters of administration have not been obtained it will be necessary for a Statutory Declaration to be drawn up and signed in front of a Solicitor.

Memorial Applications
Memorials
On graves 9’ x 4’ to which exclusive right of burial is granted. A headstone shall not exceed 3’ in height, or desktop memorial 3” in height. – £177.00
On graves 3’ x 2’ to which exclusive right of burial is granted. A flat stone 18” x 12” x 2” is permitted, or desktop memorial maximum height 3”. – £90.00
The above include the first inscription.
For each subsequent inscription. – £57.00
Note: the fees will be quadrupled (four times the cost) for non-parishioners, i.e. those not permanently resident within the Parish Council boundary.
Other Regulations
No memorial may be erected without prior approval of the Parish Council and payment of the prescribed fees.
The only memorials permitted are approved headstones not exceeding 3’ in height, flat stones 18” x 12” x 2”, wall plaques 9” x 6”, and desktops not exceeding 3” in height.
Other designs may be permitted after consideration by the Burials Committee.
After the earth has fully settled following a burial the grave will be levelled, put down to grass and mown.
Well-tended planting (of annuals, perennials and small shrubs) is permitted. No fencing or raised borders to graves allowed.
If planted graves are neglected or untidy they will be mown and returned to grass.
The number of the grave space must be inscribed on any memorial.
No fixed article above ground level is permitted in the Cemetery.
No loose items are to be placed on graves and no glass containers are to be used for flowers.
Any unauthorised items will be removed and stored for a period of three months, after this time if they have not been claimed they will be disposed of.
When in the Cemetery the peace and dignity of all should be respected.
